In August 2025, Caerphilly County Borough Council’s Environmental Health team served a legal notice on a dog owner for failing to comply with The Microchipping of Dogs (Wales) Regulations 2015.
The owner had not ensured that their Jack Russell Terrier was microchipped with accurate keepership details, as required by law.
The notice set out the necessary steps to achieve compliance within 21 days. However, the owner failed to act, resulting in an offence being committed.
The Council subsequently exercised its powers to prosecute. On 11 December 2025, Cwmbran Magistrates’ Court ruled in the Council’s favour. The dog owner received a £222 fine, along with £120 in costs and an £88 victim surcharge.
Councillor Philippa Leonard, Cabinet Member for Planning and Public Protection said,
“Responsible dog ownership is vital for both animal welfare and community safety. These regulations exist to ensure pets can be identified quickly if lost or stolen, and the Council will not hesitate to act where the law is ignored.”
The Council will now use its legal powers to microchip the dog itself to ensure full compliance with the regulations.
